Comprehensive Guide to EU Travel Restrictions

Are U.S. travelers allowed into the European Union?
On August 30th, the United States was removed from the European Council’s approved countries list due to the rise of Covid-19 and the Delta variant, and will remain off the list until reaching fewer than 75 Covid-19 cases per 100,000 inhabitants. As a result, European countries have responded with a wide range of policy adjustments— from complete bans on travel from the U.S., to only allowing vaccinated visitors. Each country in Europe sets its own requirements. We’ve compiled each country’s current entry requirements in detail:

Austria | Travelers must present their proof of vaccination. Unvaccinated travelers must pre-register, present a negative COVID-19 test upon arrival, and quarantine for 10 days. |
Belgium | Travelers must have proof of vaccination, and fill out a Passenger Locator Form no more than 48 hours before arrival. Unvaccinated travelers are not permitted entry. |
Bulgaria | Only essential travel from the U.S. is allowed, regardless of vaccination status. |
Croatia | Travelers must present proof of vaccination and fill out an arrival form online before reaching the border. Alternatively, unvaccinated travelers may present a negative Covid-19 test, so long as it meets specific requirements. |
Cyprus | Travelers must provide a negative Covid-19 test and complete an online Flight Pass form. |
Czech Republic | Travelers must present proof of vaccination. Unvaccinated travelers must present a negative Covid-19 test, take a second test five days after arrival, and quarantine until a negative result is returned. |
Denmark | Travelers must provide proof of vaccination. Unvaccinated travelers must quarantine upon arrival and provide a negative Covid-19 test. |
Estonia | Travelers must provide proof of vaccination and complete an online health declaration. Unvaccinated travelers are only allowed entry for essential travel. |
Finland | Travelers must provide proof of vaccination. Unvaccinated travelers are only allowed entry for essential travel, and must provide a negative Covid-19 test. |
France | Travelers must provide proof of vaccination and submit a health declaration form. Unvaccinated travelers are only allowed entry for essential travel. |
Germany | Travelers must provide proof of vaccination. Unvaccinated travelers are only allowed entry for essential travel. |
Greece | Travelers must provide proof of vaccination or a negative Covid-19 test, and fill out a passenger locator form. |
Hungary | Travelers must provide either proof of vaccination or a negative Covid-19 test. |
Iceland | Travelers must present proof of vaccination and submit a negative Covid-19 test. Unvaccinated travelers will also need to present a negative Covid-19 test, quarantine for five days, then submit a second test after five days. All travelers need to preregister. |
Ireland | Travelers must provide proof of vaccination. Unvaccinated travelers must present a negative Covid-19 test and quarantine on arrival. |
Italy | Travelers will need to present proof of vaccination and a negative Covid-19 test. |
The Netherlands | Travelers will need to present proof of vaccination and a negative Covid-19 test. Unvaccinated travelers are only allowed entry for essential reasons. |
Poland | Travelers must present proof of vaccination or undergo a mandatory 10-day quarantine on arrival. |
Portugal | Travelers must present proof of vaccination or a negative Covid-19 test, and complete a Passenger Locator Card. |
Romania | Travelers must present proof of vaccination or complete a 14-day quarantine upon arrival. |
Spain | Travelers must provide proof of vaccination and fill out an online Health Control form. Unvaccinated travelers are only allowed entry for essential travel. |
Sweden | Only essential travel from the U.S. is allowed, regardless of vaccination status. Travelers will need to provide a negative Covid-19 test upon entry. |
Switzerland | Travelers must provide proof of vaccination, or present a negative Covid-19 test and quarantine upon arrival. All travelers must complete an online form before entry. |
United Kingdom | Travelers must present proof of vaccination and a negative Covid-19 test. Unvaccinated travelers must quarantine for 10 days and complete three Covid-19 tests; one prior to departure and two after arrival. All travelers must fill out the Passenger Locator Form. |
